None of the Provincial Nomination Programs appear to have a program for unskilled workers.  Alberta has an employee driven stream for semi skilled workers in the following industries  http://www.albertacanada.com/immigration/immigrate/semiskilledworkers.html  Otherwise you work the 2 years and then return home for at least 4 months.  Depending on the province you might be able to get a Labour Market Opinion for a semi skilled job with an employer who is willing to apply for a nomination certificate.

BC also has a PNP for semi-skilled workers, see http://www.aved.gov.bc.ca/provincialnominee/strategicoccupations/entrylevel.htm

Also if you get a promotion to a fast food manager, even just a shift manager, that is considered a skilled job, see http://www5.hrsdc.gc.ca/NOC/English/NOC/2006/QuickSearch.aspx?val65=fast+food+manager
