How to apply for a Pardon to start REHABILITATION application after 5 years

Hi there, My wife wants to stay here, she has the criminal record without criminal activity. CBSA officer kindly asked her to apply a PARDON from Hong Kong and let her to stay with me. Nice. But we do not know how to appply the Pardon though the conviction was 6-7 years ago, the sentence is fine HKD16000 for 5 offences,
PLEASE give us your cherish opinion.
