I would like to ask about the situation of my friend who currently in Dubai with her family,and they want to cross country here in Ottawa?I don't know what is the best way to enter here in Ottawa not as a visitor visa.My friend are Filipino citizen.And they are profesiional too in the Philippines,but currently working in Dubai right now.Please Help me?

I am not an expert at Canadian Immigration.
Please don't expect me to answer if your post title has urgent in it and it is not really urgent. Urgent is 911 or you have a definite deadline tomorrow, not that you would like to send in the application soon

They want to live in Canada and work here.They are a family of 3, couple and a baby.The couple are both professionals in the Philippines.

they can see if they qualify for PR in Canada (www.cic.gc.ca)
