The biggest "drama" associated with inland applications is when Vegreville transfers an application that does not fall under "straight-forward processing" to a local office.  The local offices have their own unique timelines - some of the busier ones are backlogged for close to two years.  Reasons that an inland ap can end up at a local office include: lack of proof of the applicant's valid temporary status in Canada, a criminal/arrest record, doubts about the genuine nature of the relationship or any necessity for an interview before processing can continue.  Most inland aps are sent to the local office for further processing before first stage approval is made, so that leaves some applicants hanging as far as their ability to work, etc., for quite some time.

Married Sept '06 after 4 yr LDR.  Applied via outland ap in March 2007 -  refused Jan '08 due to inadmissible adult "dependent child".  Appeal filed Jan '08; still waiting for resolution.
