I'm a US citizen, she's Canadian.  I'm planning on applying for Canadian PR ASAP once we are married.  Some people have told me that I have to be married a year before I can apply.  Is this true?  If not, how soon can I apply?  Can I start the process before we are married?

you can apply the day you get married if you have all the paperwork and information gathered, and medicals done.

The one year requirement is for common-law relationships, not marriages.  As soon as you have your official marriage certificate in your possession, then you can send off your application (when you accumulate the other essentials you need as well).
