How often rules for Quebec Skilled worker Immigration Change?

Hi all

I am from India.I am planning to apply under Quebec Skilled worker Category NOC- 2174 next year.

I need to know

1. How often does the rules for Quebec changes?
2. From where can i see the latest rules ?
3. Is it like that , the professions, only which are in "HIGH" demand as shown on Quebec site can apply for Quebec immigration?
4. Once applied for the PR , how much time it takes for the complete process?

Once applied for the PR , how much time it takes for the complete process? it depends upone your occupation 6 months to 18 months. (you can share your share your occupation, job profile, years of study)
