How my ex husband could get a visitor visa to Canada for a month

I invited my ex-husband who was in India to attend the Graduation function of our only son who has been raised by me in Canada. My ex-husband had applied for the Tourist Visa with my invitation letter and other supportive documents some time back in 2009. Unfortunately, the visa got refused at that time showing the reason that he does not have enough tie out there that will bring him back to India after his vacation.
Now, I would like him to apply once again in 2012 so that he could come and spend the summer vacation with his son. But, this time I wanted to make sure that the visa is not going to get rejected. Any suggestion?

give as much "proof of ties" and financial capability to do the visit

Thanks. He has his 85 years old Mom and a younger sister who has been sufering in cancer him back home who are completely dependent on. Is'nt it enough reason for him to go back?
What are the other unique proof that he can show. What promises he could make that makes his intension clear. I could have applied a Financee visa for him or I could have taken him here as my live in partner/dependent if we have any other intention. But We always being honest and told what is the actual truth. We never wanted to mislead CIC . We are legally divorcedf ro 12 years and there is no chance for us to get reunited. I just wanted him to be here for once just to see how I have been raising his son in his natural environment and that's all.

You have to look at it from the government perspective, his son is in Canada, so that is a very compelling reason for him to stay. So you are probably going to have to show more proof than most people.
Some things you can show as evidence of ties are Bank Accounts, home ownership/land titles, vehicle registration, Good job (letter from employer would not hurt) with recent pay receipts, if he is enrolled in school or any education programs, if he is a member of any civic organizations, volunteer work. Have him show evidence that he is paying for the medical care for his mother.
In cases like these, the more evidence you can provide, the better. So you may think a small thing in his life is not enough to show strong ties, but a bunch of small things will add up in the end.
