how much time to take for file number

i applied fsw2 through consultant they sent my complete application 25 of Jan 2011 but till then no response yet
but when i asked my consultant he said the delay is because of election going on there

is that the reason of delay.

I don't think that election has anything to do with this. Governments do function during elections.

I suggest you wait another month and then check. The CIO usually responds within 3-4 months. Also, ask a delivery evidence from your consultant in case you don't have it yet, such as courier delivery confirmation.
