how much time now it takes for family visa???help plz

i have been told by some of my friends that under new rules time process for the balance family visa will be 13 years,,,is it true?

For parents and grandparents, processing times are currently 42 months in Mississauga plus the time shown here:

http://www.cic.gc.ca/english/information/times/perm/fc-parents.asp

No new rules for family sponsorship have been introduced at this time. So it's not possible to say what processing times will be in the future.

The 13 years time period was a "scare" story in the press a couple of months ago. Now, it is an urban myth.

But the process is certainly not fast, and getting a TRV so parents can visit can be difficult.
