I think you would get
education:                             22(25 if 17yrs education)
Age:                                     10
experience(if in 38 noc list):      21
spouse:                                  4(5 if 17yrs education)
relative:                                  5

So we have at least 62 points , So you just need another 5 points in IELTS to be eligible..
