If the CIC required IELTS for a tamporary work visa as a low skill program than how much minimum score need to stampad visa?

hi guys, i have visited canada 5 times on the 5th time i got to toronto and was granted a 3 week visa, i had applied for a work permit and was turned down because the company that offered me a job dident validate the job offer.that was 4 years ago and would like to visit canada again, will this affect me gaining entry? any ideas?
