Hi
In brief
I sent my application ,after 3 months sent back the Chic with refused letters due to not clear description for job description and main duties 
I send the application with clear job description and main duties
Now ....how long it will take to reply me again?is it 3 months too or less??

I had a similar problem. I sent my application and I left a gap in the "since-age-18-hisotry description". So I got all my documents back. I corrected them and send them back the next day. I got an answer 15 days later. But that is for Buffalo Consulate and because I already had a Quebec Certificate of Selection. But I hope this helps.

It goes to the bottom of the pile, as Sydney doesn't keep a record, and is treated as new application.

Usually when CIO send a file number, it means that a desision has been made, so in your situation, i think it was a refusal not sending back the entire package, because they did keep a records for your file and cashed your money order as well.

I am sure that they cashed your money order didn't they ? and they didn't send you the entire package back just a refusal letter with file number confirming the refund ?

Whether they send back the entire package or just a refusal letter with file number, they take the same time as a new application, if you want to re send a new application, because it has to go through the queue again based on the date of reciept.

thanks for your reply..but i want to clear some thing ..they refused the application because i did not sent right and clear job duties
my current work NOC is 8412 and my previous work is 8222

i send them full job description and duties ...what do you think ..they will refused it again?

NO, this time, i think if you have sent them the full job description which matches the one on the NOC website, with the correct NOC Code which falls under the 38 list of jobs, there will be no reason to refuse your application at the CIO stage.
