How long has it taken for PR ( Permanent residence ) for HAVANA CUBA ???

I am new to this forum and hope that I could get some time lines for PR for Havana , Cuba. My husband and I go married on JANUARY 11 , 2011
Paperwork to CIC - Jan. 26th , Sponsorship approved March 28th
APRIL 1st , 2011 - Havana received our application. Since then Nothing ! No letter that it was received .. etc.. it is now June 13th, 2011.

According to the CIC website, for family sponsorship from Cuba, majority of applications are processed within 8 months.

I realize what the website says.. I am asking in actual situations from people ?
Some have said as little as 2 months and as long as 9 .. so I am just wondering if anyone could share there experiences with us ?
We have tried to have him here a few times on Visitor Visa ,, ( they did not except)
So , its been a few years of waiting,.,. I miss him!!
