I think it completely depends which city you are applying in and the luck of the draw so to speak. My husband got his in India in 10 days and that was after being very very persistent. I know others who took more than 1 month to get it in the same city. Are you India at the moment?

Rachel-

If it seems like you won't get the clearance within 30 days, send a letter to CPC to the attention of the officer who sent the letter, explaining that you have sent the request on such and such a date, but there is delay and you will send the results as soon as possible.  That acknowledges that you received the letter and are working on it.  A letter of explanation seems to go a long way. You could also send proof that you requested it (letter/form, payment receipt etc).

I would also make sure that the police know that it is for immigration purposes and that you need it within 30 days -- if you haven't already told them this.
