How Incompetent is CRA?

So, compared to other nation's revenue services, just how bad is Canada Revenue Agency? I have been trying to get a Certificate of Coverage under the Canada Pension Plan for about 2 months now. I mailed the request, no response. Called and was told they never received it. Faxed the request. Called again: They never received it. Faxed again, so I guess we will see. So how bad is it?

Not so much incompetent as unscrupulous, like many other countries in which the government offers a lot of social programs.  They have to be paid for with tax dollars.
