So I'm 21, finished 12 years of education, don't have any work experience.
Can I immigrate? and if so how do i do that? can i study there first and then do the process?
What should i do?

If you do 2 years of study, you can apply for a post-grad work permit afterwards and with another year of work, you would qualify to apply under Canadian Experience class.
