How do I get an AEO?

I Would like to know how can an applicant get an Arranged Employment Opinion (AEO )?  What are the advantages of having one? Would this speed up my application?  Should I get this before or after I submit my application forms?Pls advise.  thanks.

1.  It is the employer who applies to HRSDC for the AEO.  http://www.sdc.gc.ca/en/epb/lmd/fw/poArrEmp.shtml
2.  It will speed up the application in London and New Delhi.
3.  It has to be submitted with the application.
