How come number of application received decreased???

How come number of applications received decreased from last week??? Last week it was 4041 but this week:
Applications received toward the overall cap: 3,675 of 10,000 as of November 23, 2011

May be they are returning lots of applications for minor mistakes, suspicious of being not genuinely proclaimed points in each factors. they might be filling up the Cap of 500 with well accepted application.

But yesterday they increased it again

I think it is a glitch in the system.

Everything is possible these days with CIC, One guy got his Ecas changed to IP from DM before MR .
I guess they have hired low quality Database designers to cope up with the rising demand of salary from their experienced employees.
