1.  Read the information here for international studies http://www.ucalgary.ca/intlundergrad/
2.  You have to apply and be accepted
3.  Once you are accepted you have to apply to an overseas office where you are resident for the study permit. http://www.cic.gc.ca/english/study/index.asp  and see the web site of the office where you will be applying
4.  You will have to show sufficient funds to support yourself in your studies.
