I had coffee with a former MP now working as a Immigration Lawyer,There is a new law coming out in November in Quebec,Where you can be approved as a Investor guranteed even without an interview.Will keep you guys advised as things become clearer

Well in fact no, it will not be coming out in November. It is now planned for next year.
