Go to ECO bank. You may need someone with a dom account. request for draft to be sent to the Receiver General for Canada.
They have a branch in Ghana and understand how to do it. Alternatively, if you have a friend in Canada or even abroad and you are willing to pay them to help you out. You may also travel to Ghana but with your forms so you buy the draft and send them there as well.

Just get a friend in Canada to help you get the draft by sending equivalent amount with commission to him. I think that will do.

I had a friend in the UK raise the draft for me. I sent her the pounds equivalent which she used to raise the draft for me in Canadian dollars, then she couriered the draft down to me, all expenses paid by me. I doubt you will find a Nigerian bank that will raise a CAD draft for you.

If you have someone in the Uk it maybe cheaper. I sent one to add my son and it was quite easy. It used to be tough when i did it from Nigeria
