Simple question ...
Can anyone apply for work permit? I mean the government requires a proof that theres no Canadian citizen to do the job, so the employer hired me ! am I right ?
because I want to go to search for a job, and really want someone to tell me I am wrong

yes' you are right hrsdc department  requires proof then they will issue positive or negative lmo ,after getting positive lmo you can apply for work permit or pr visa.

I'm not sure I understand your question. If you want to qualify to apply for a work permit, then first you have to find an employer in Canada who is willing to offer you a job. That employer must then apply for a Labour Market Opinion (LMO). This process includes advertising the job and proving a Canadian could not be found to fill the role. There are other requirements as well that the employer must meet. If the LMO is approved (not all LMOs are approved and a greater percentage are now being refused due to the slow down in the Canadian economy), you can then apply for a work permit. If your work permit is approved, you can then begin working.
