You brother's age will be locked in at the time CPC Mississauga receives the application for sponsorship.  How long it takes for them to RECEIVE depends on which method you use to send it.  Processing it is another matter.  Current processing times are LONG.  Current processing times are 42 months and have been increasing steadily over the past few years.

About your brother, as long as you get the application in before he turns 22 it should be fine BUT he cannot get married or enter into a common-law relationship until the application has completed processing, both at CPC Mississauga and the visa post.

You must be living in Canada during the whole time of your processing.  That does not mean you can't go away on vacation!  Of course you can.  But you cannot move to another country.

Yep, I'm sure.  But Baloo is right.  Don't think vacation means 1 year!  If CIC believes you are not residing in Canada full time, they will refuse the application.  Your life needs to be in Canada.  That means work, home, school, bank accounts, etc.  You can certainly have assets in other countries but your LIFE needs to be here.

As long as he was UNDER 22 by the time Mississauga receives the application, he will be fine.  He doesn't have to remain in school but he cannot get married or enter into a common-law relationship.
