i want to apply for PNP in BC...
the problem is these days i am doing IELTS...
MY QUESTION is can i apply without IELTS on pending basis?
can i submit IELTS later?

Yes depending on what class of PNP you are applying for,For example Semi Skilled is Basic,Nurse is 6.5 or higher.
