What if you were admitted to USA under tourist visa B1/B2 for 6 months, and you applied for change of status (F1 student) and it was granted for 2 years. Would it be lawfully admitted for at least a year clause-regulation if you want to apply at the Buffalo Office?

I received the following answer from one the associates of one of the most respectful firms in Canada, actually I think is the sponsor for this forum :

If you applied for the 2 year study visa during your 6 month tourist visa, then you would be eligible to submit through Buffalo NY.  If it was after the 6 months was expired, then you would have to apply through your country of origin.
