help...what is caips?

hallo my dear friends.
can anybody help me to understand what is caips notes and how it works.I am fsw1 applicant from new delhi vo india. my cousin brother is a permanent residence of canada . can I order caips notes from outside of canada?
how to order caips notes?
how much is costs?
your kind reply will be highly appreciated?

CAIPS is a system where visa officers log their comments about an application.
Yes, your cousin can get the record for you for $5 or 10. You need to authorize him doing so by signing a form. Search the forum, there plenty of info on this. Check sites like CAIPS.ca
