my brother is in ontario and a friend in manitoba



and i already applied for the Fedral program under 4131 category which is still under process...


now i want to put my 2nd file for Manitoba province ....can i apply as somebody told me that as i have brother in ontario , i am not eligible for manitoba program.

otherwise my point is clear.
