I have been a assistant manager in retail( it's a big company)for over 1 year now. My NOC code is 0621, My pay rate was 12.50/hour for 4months and then up to 15.39/hour till now. I am just wondering whether my occupation allows me to apply for ECE?

Or who I should contact to find out? I called CIC but I was told they don't make the decision.
