Help VIP/Champion/Fellow members in filling Work Experience in FSW category

I am filling initial application form and require guidance in filling Schedule 3 form under FSW Category!!

I have 2 yrs 3 months exp as IT Manager in the yrs 2004-06. So I think I can apply under FSW category. Please confirm.

My total exp is:

NOC 0213 - IT Manager (2 yrs 3 months)
NOC 2171 - Systems Analyst (2 yrs 9 months)
NOC 2172 - S/W Engg (1 yr 2 months)
Plus other experience under Skill Level A.

But my question are
1.  While calculating the points under Work Experience,
                Do they consider only NOC 0213 experience (2 yrs -> 17 points)?
                                                        or
                Do they will also consider my total exp under both Skill Level 0 and Skill Level A (more than 4 yrs -> 21 points)?

2. My Main Duties in current organisation matches with NOC 0213 but title is under NOC 2171, so what shall I mention OCCUPATION and NOC in the form?

I know many people has raised my 2nd question but I have read mixed answers, some says Title should be according to NOC and some says other way round. Please clarify.

they will consider all experience. 21 points.
