Hello,
My brother got married around Christmas time and his application sponsoring his spouse was received March 29th/2011.
Now his wife is causing troubles for my family and she is saying, even if she received the visa she is not going to come, and my brother is stubborn and he does not want to cancel his sponsorship.
My question is, do my family or my brother get harmed if the visa is issued for my brother's wife and she doesn't come to Canada?
And if the Visa is expired and all the problems between us are solved, can he apply again to sponsor his wife again?     
PLEASE HELP

First of all your brother or your family won't be in trouble if your sister in law decides not to come to Canada. The sponsorship agreement only starts when the sponsored person actually lands in Canada. Once landed the sponsor is bound with all the regulations of immigration.

Now if your sister in law decides not to come over, and her visa get expire. Then your brother has to sponsor her again, and i am pretty sure he has to provide immigration with lot of explanation about the past processing and the reason your sister in law did not come.

Agreed. There will be no problems for your brother if his wife decides to not use her PR visa. But if she does not use the visa, they make up, and reapply, it will be more difficult to get the PR visa the second time. Your brother will have to provide evidence why his wife didn't use the first PR visa. If he withdraws his sponsorship, though, and then they reapply, he will have to explain why he withdrew the sponsorship.
