help needed with ecas

If ecas changes with the following, does it mean a final decision has been made, e.g. visa issuance?

Medical results have been received.

A decision has been made on your application. The office will contact you concerning this decision.

good question actually. I would believe so.....or did you have to attend an interview? or not yet?
