If you get in on a low skill work permit, you will not qualify for Canadian experience class. However, you could try for a low skill permit in BC or AB where it is possible to get PNP for certain low skill jobs such as fast food worker, hotel reception and other jobs they have on their websites, see British Columbia PNP:

If you work on a low skill permit for 2 yrs. without doing a PNP, you would have to go home for 4 months before you can apply for another permit unless you can upgrade to a skilled worker. One way to do that is say if you work in a fast food place and you get a promotion to shift manager, you have become a skilled worker already, can extend your work permit, apply for PNP without restriction or after 2 years on your skilled permit can apply for Canadian experience class.
