Help needed in filling the forms

Hi,
I need some help from seniors regarding filling SCHEDULE 1 BACKGROUND DECLARATION FORM.(IMM0008-1)
The end portion of the form ,page 4 of 4 says,"DO NOT COMPLETE THE FOLLOWING SECTION NOW.YOU MAY BE ASKED TO SIGN IN THE PRESENCE OF A REPRESENTATIVE OF A CANADIAN GOVERNMENT OR AN OFFICIAL APPOINTED BY CANADIAN GOVERNMENT

Plz advise should I leave this part blank and what does it mean  ?
Does it mean that i would ve to sign it at the time of interview but not every  applicant  gets an interview?
Kindly explain.

q1 ---> yes
q2 ---> yes

You would have left it blank while you applied to CIO sydney.  I guess you would need to leave it blank while you send to local CHC as well.

By the way, can you share your timeline pls (I mean when did you receive AOR from CIO sydney).

Well actually I ve not applied according to new rules but I had applied two yrs back with the SAP (old system) and now CIC wants me to send me my updated docs alongwith the forms.
