Help needed for getting software job

Hello All,

I would like to settle in CANADA.

I will brief about myself.I am resident of India.

Education: M.tech  from IIT
Work experience : 3.5 years as a software engineer(JAVA technologies) in fortune 500 MNC In INDIA

I am looking for software job in CANADA. I am in dilemma between two options.

First one is Immigration to Quebec through "Quebec skilled worker program" and searching for Job.

Second one is applying for PhD. If i get scholarship, i can work through on campus job and will be placed after PhD.

can anyone tell me which is the best option in terms of Quick PR ,Employment opportunities and Good package.
Please gimme some insight about pros and cons of each option.

I would be really indebted,if anyone can solve my career dilemma.
