Why do you like to send money by western union before you land? How would you prove the WU sent money to be yours or how would you bring back the money to you at POE (port of entry) to show your POF at landing? Don't make life complicated......Visit CIC web site and it has been clearly instructed. You can also visit one of great referral post by Captain Qorax on this. However most of landing immigrants carry the required POF in the form of 80% (TC-Travellers cheque) and 20% cash... But you can make your own choice and decision on the relative proportion of TC and cash.....at your discretion... Best of luck

Carry bank draft from the local bank in your name. Once u land, u need to open a bank account in canada and deposit the draft into your account. Amount will be transfer inn within 3 to 4 working days. U can also carry cash but it is always advised to carry travellers' cheque or bank drafts. Un-declared value of hard cash at the time of landing is CAD 10,000 only. Amount exceeding needs declaration otherwise prosecution.

If you want to do fund transfer... well before you land, open an account in Canadian base bank in your country in canadian dollars and keep the money there. It is as good as funds in Canada due to online account management facility. U can show the account statement /  confirmation letter from your bank to immigration authorities at the time of landing as proof of funds you have for / in Canada

So far I know other than Scotia bank (From India and probably also possible now from Dubai) none other country perhaps has the Canadian base bank facility (Well many country have HSBC as in Canada but probably they won't offer this kind of facilities) to deposit CAD to show the statement at POE.... But yes if it can be done then well and good. But if not there are other option available what plenty of landing immigrant have been getting with as cleanly advised by friend Asuousuf.

The 80-20 rule...
----------------------
>80% in Draft;
>20% in Cash [&/or some TCs]
