Help me and others choose? Wise move?

Hello, I am one of the 1000's of applications still hanging. I am thinking of the 2 options:

1. Re-apply under FSW2
2. Wait for 3 months, and apply for CEC.

Questions:

1. Before I re-apply should I withdraw the previous one?
2. Is it enough if I withdraw after AOR?

Most Important Question of all: Should I sit tight or make a move?
