Unbelievable!

I just talked with a very nice man for quite a long time who is working at my Credit Card company VISA. I asked him to look into the records of what has excactly happened.

CIO tried to take the money from VISA. They must have made a spelling mistake or something, like forgetting the county code as Visa got suspicious!
At once, so straight away Visa asked them to authorise the payment! They ignored that!
They neither tried to get it authorised NOR informed me of what has happened which would have been their duty!
They would have just needed to contact me and one word of me would have easily solved this.
Instead:

Ignoring everything and not informing anyone, they tried the same thing again the very next day. With other words: They inquired unauthorised to get the money again. And so caused my credit card being stoped from working altogether!!!
On the
20.06: They tried again, but my card was already blocked!
When they have been asked to authorise the payment on the 14.06.11 the only thing they needed to do was to contact their own payment service. So the service who deals with Credit Card Payments on behalf of CIO. Their Service would have contacted Visa. Visa then would have given them a authorisation-code saying "yes its alright to take the money".
Then they only would have needed to put that Code in or inform me and they would have gotten their money, but they did do nothing!
Visa said that CIO had:
a) totally ignored Visa asking them for authorisation, plus
b) Making 2 unsuccessful attempts without neither contacting me nor their own payment service, so by this behaviour making sure that my card gets stopped from working.
c) and even tried a third time when my card was already not working anymore!!!
I dont know what to do now. There is no way to contact CIO and make sure they try to take the money off again! My lawyer said its in their rules to try a couple of times. BUt without as knowing they already did. His office send them an email on tuesday but no reply. The Central Intake Office does not accept enquiries by phone or by post. Im very worried that they reject the application now but my lawyer will very likely go to Federal Court if they reject the Application and the NOC has changed!
