Does CIC-Manila or any CIC office have access to our bank accounts and check there if we really have the declared amount reflected on the bank statement?

yes. when you sign the request form for bank certificates you are giving the bank your permission for them to give information about your account.
my letter forthe medical request from the embassy has a check list of documents they may ask for, and
the request for addtional proof of funds specifically stated that you give your permission for them to check with your bank. don't worry.

Hi,

I'd like to ask a question and would appreciate if a senior member answers it: A friend of mine who applied about 7 months before me was told to bring passports, proof of payment for PR fee and bank proof of his available funds. However, his case if AEO (Category-2 FSW) and CIC's application instructions clearly states that "an applicant with AEO doesn't have to show proof of funds". I was wondering if the embassy processing his application might have misinterpreted the rules or might be following "their own rules". Any ideas?
