It is understood that CIC is coming out with a statement that there is a backlog of approx 400,000 applications pending and that is the reason for delay in processing of fast track applications and the resultant frustration and similar reactions among the fast track applicants community.
It was daft planning in the first place that resulted in backlog. Please dont mixup and confuse fast track applications with non-fast track applications.
It goes like this, post feb-2008 was fast track till June2010 and thereafter the latter became fast track until 1st July2011 which became the latest fastest fast track, it is just the Canadian way of doing things Please come out with breakup figures of fast track applications and non-fast track.
Please do not ask for the sky, CIC itself does not know the breakup figures. You may not be aware but it takes rocket science to figure that out 
Please deploy additional workforce and make them work more hours with compensation to meet the deadlines promised to fast track applicants.
They have already got your hard earned money, so they are least bothered. 
What is the definition of fast track' initially when it was started and what is the definition now?
The definition keeps varying as per convenience of CIC. And it is likely to change without notice.
. Please keep checking the website for more confusion which will be made available as and when deemed necessary. Please dont burden the shoulders of applicant/s with explanations of your non-performance.
This is the Canadian way of doing things. If in doubt ask the pre-feb2008 applicants some of the miserable souls have been waiting for more than 7 years without a decision. 
Are the applications being accepted for the past two years come under the fast track' or non fast-track? That has not been clarified.
Accepted under fast track but now change of plans. During each year when new rules start coming into force it is found that CIC processess 'handful' of applications rapidly and paints a rosy picture that they are indeed processing applications fast. But in reality the majority are suffering in silent or in frustration or in confusion. This sounds to be a marketing strategy to distract applicants from applying to other countries.
You got it right, its marketting strategy, if cann't convince, confuse them. CIC why do you want to trouble the fast track applicant/s with your vague responses arising out of your under-rated performance for no fault of theirs?
If you look at the pain and misery of pre-feb2008 applicants your trouble will seem to be peanuts.
