 I was wondering if my wife would be able to use our health care system if she gets her visa or PR? Or am i responsible for all medical bills for her?

When she lands as a PR, she will be eligible for health care following whatever waiting period is required by the province (in the case of AB, it is none, whereas in the case of ON it is 90 days, so check with your provincial health authority).
