If an Albertan moves to B.C. or Ontario, is he suppose to wait for 3 months
before he is entitled to health care? Thanks

At least in Ontario is how it works.

Yes, he has to wait 3 months to get covered but during that time, he can get medical services covered using his AB health card.

No, they will accept the health card from the other province and bill the other province themselves.
