Canadian authorities sometimes turn a blind eye to crimes not committed in Canada. There was a famous case here about a girl from India who was sent back by her family to find a suitable husband and fell in love with and married a rikshaw driver. Her mother and uncle had her killed for it and the hired killers were convicted in India, Indian police notified Canadian police about the mother and uncle but they did not do anything about it since it didn't happen in Canada.
