HAVE GOT FAMILY IN CANADA AND VISA REFUSED

HI TO ALL,
I seriously need advice due to my case. I have been refused the canadian visa backhome(Cameroon) in 2006 because there were not sufficient funds and the visa officer was not satisfied that I would come back.
At the time I had one brother and sister with student status.

This year, Igot admission at UQAM amd Concordia(supposedly for a course transfer) but i applied for a visa with Uqam and still was refused. The only reason now was that they are not satisfied that I would leave Canada after the end of my studies because all my family is there. For now, my brother and my sister are permanenet residents and my younger sister just left for a bachelor degree.

I would like to send them documents that proove that my borthers and Iown a land backhome and I have a job promise from a company backhome.In this case,do I need to pay the application fees again? OR they cannot change their decision again? IS it worth doing this? OR making an appeal at the Immigration in Canada?
 I am so confused,I dont know what to think now. By the way, I didnt have an interviwe I sent my folder by post.

Hey bra sorry you got refused what i think you could do is that apply again get engaged or married ! Do you have a child write her name in the application form and lastly asked your company to write a letter they will keep your job open !
