Whenever you apply need to send your latest appeared IELTS test result (validity 2 years) with your full documents but points calculation remain unchanged like before.

So, if I took the IELTS on March 2009, is it still valid to send or not? I was told it was only valid for One year by the time you apply and then it would be valid for another year.

It's two years. This is what CIC site states.

"EFFECTIVE December 23, 2010: If you are submitting a language test with your application, the results are now valid for 2 years from the time you took the test, instead of 1 year. This change applies to Federal skilled worker, Canadian Experience Class and Business Class Immigrants (investors, entrepreneurs and self-employed people)."
