If so,could someone please tell me where it is stated that good conduct certificate (or certificate of no criminal record) is requested upon each family member,
if that applies to only family members that are to accompany her on the Application or it is indeed a request for clearance in her family to see if any of them have had past criminal issues?

They are only concerned with persons being sponsored, so in this case it refers to the applicant and any dependent children.  Relatives (parents and siblings) are not required to submit pcc in a spousal sponsorship.

This is a request letter after interview though..We have short time n he rparents going all the way to city+tranlation+approval+delay to send,i wanna b 900% sure!
