I have 5+ yrs of experience as a Computer Programmer/Software Architect. I hold H1b but have never traveled to USA due to change in plans.   

Now I am looking for Temporary Work Permit in Canada but dont have a job yet.

I have taken the point based assessment and scored 77.

Is temporary work permit different from federal skilled worker program? Is a job offer mandatory?

Am I eligible for Fast Track Processing for H1b holders? even If I am outside US?

you cannot apply under fast track for h1b .. u need to complete 1 yr on h1b in US for that. and also to let u know that computer programmers are out of pnp h1b program . they r out of NOC list too.

so find another way

What does your H1B visa have to do with the temporary work permit for Canada?!
As far as I know you can't get a temporary work permit if you don't have a job in Canada. And yes, the temporary work permit and federal skilled worker program are different.

Apply for jobs and get a job offer in Canada. I think you may be exempted from the labour market opinion requirement because your occupation ma be exempted from that. But getting a valid job offer is really really important for you to apply for a work permit.
