H1B ANIP process change?

I submitted my pre-assessment materials via email in Dec 2008 and am still waiting for their response. A friend of mine who just submitted his yesterday was told that the process has changed since Jan 1 2009. He was asked to fill out the application forms and mail them directly. I wonder whether others have the same experience. How does this affect people like me who submitted pre-assessment documents last year? Thanks.
