Currently civil engineers are not in the 29 eligible occupation list.

On one of those links I found that I need to get some certifications from there to get a job there

But I have heard about some Indian people who already have call letter before they leave India first time

how much time n money will it require if I go for those certifications?

1. It'd be very difficult to have a "call letter" (Employment Offer) from overseas - but not impossible.
2. Those certifications need to be done after landing in Canada.

For the cost of which, look at it this way, It'd take 3 yrs of working in Canada to break-even the amount spent on those certifications & it's associated education. It is pricey!
