Got reject in Business Class, can I apply as Skilled worker in I meet points

I have previously applied as a Business Immigrant back in 2002.  At that time I was working in New York for a Bank.  But I owned shares in two family run businesses back home in Bangladesh.  As I used to do some marketing work for those business , I applied as a business immigrant and wanted to set up a business in canada.  My business immigration application got rejected and I found out about irecently after sending an email inquiry.  I never received the original letter sent to me.

 Can I apply for Skilled Worker Immigration because I have three years of work experiences and I score 67 based on that work exoeriences and I have been working for my own business for the last 3 years .  Will the rejection negatively count my application in skilled worker catagory now.  Will they start a fresh file or refer to my business application?

Yes you can apply as a skilled worker.  You will have to start again, and you have to mention on your application that you have been refused.
