Sorry to hear about the refusal. But I suggest you go through the requirements of NOC 0213 and see if your qualifications and experience matches with the requirements.
Maybe you have to try out some other NOC like 4131.
When documents are insufficient then there is no point appealing against it. Need to do a retrospect of the applicant before jumping to conclusion.

Hope this helps

Does he have any other documentation that he can THINK to add?  Not knowing what he provided as proof from your description it is hard to suggest.  If his NOC is still not filled, he can strengthen his application and reapply.  If you read his documents, not knowing him at all, would YOU be convinced he carried out the duties of his NOC?  Does he have the sufficient education and IELTS score to do the job?  Are his reference letters supportive of the duties under that NOC?  What questions are raised in your mind?  Figure that out and you may be able to help him succeed.  If he hasn't sent in enough documents what grounds can he appeal on?  Submitting a new and improved application would probably be faster than appealing.  At least with a new application, he has a chance to make improvements.  Go to this site for information on making a case specific request

Good Luck to you both.

NOC 0213 and 4131 are no longer in the new NOC 29, so you will have to think of something other than that.

I agree with the comments of Kchakus.  In the post 26/6 era, you are only given one chance to make your case.  Unless your associate is unlucky enough to be a nurse or in NOC 1122, then he has time on his side to prepare a stronger application and reapply.  Don't waste your time and money on an appeal.

Dear Pippin
He is asking for one of his relative and didn't give his NOC. (NOC 0213 shows his own NOC he has applied) .I asked him full details for his relative

Ha, Kanamen....I was responding to Kchakus' suggestion.  This is all getting too complicated for my tired brain tonight.  Good luck, Vncviewer.

sorry vncviewer. Instinctively, I assumed 0213 as the NOC code thinking your application has been refused. But the point is to see if your relatively satisfies the requirements of the NOC applied for and then decide whether to appeal or re-apply again with more and better documents or try another NOC that matches his qualification and experience.
